A plan review is required at the planning phase and/or at the permitting phase of proposed construction projects if the scope of work includes remodeling, additions, certain landscaping renovations, new construction, floor area conversions, changes to occupancy use, and tenant improvements. 

During a fire review for a project, the plans are examined to evaluate the items below based on project type and relativity: 

  • Fire department access: Does the property conform to the minimum standards for fire emergency vehicles and personnel to access the property and structure based on State and local codes and ordinances. 
  • Egress: Does the structure and/or property provide the basic minimum standards for exiting for both the occupants and fire personnel? 
  • Water Supply: Is the structure located within required distance to a hydrant? Does the nearest hydrant meet the minimum flow requirement?
  • Scope of work: Does the work proposed involve the need for further submittal requirements, deferred submittals, fire protection systems, exiting schematics, etc.? 
  • Percentage of square footage: Does the proposed scope of work effect more than 50% of the existing gross floor square footage and constitute as a substantial remodel? 
  • Project location: Does the property exist within the Wildland Urban Interface as defined by the Fire District or a very high fire hazard severity zone as defined by the CA Board of Forestry? 
  • Wildfire Hazard and Vegetation Mitigation: Does the property and/or structure meet the requirements for construction in an area with high fire hazards? Does the landscape meet the requirements and standards of the District?
